This is the last post in a series of posts looking to counter the positive case for technology and government engagement with its citizens laid out in Citizenville. Newsom’s worldview in the book (written in 2013) is quite idealistic, but a lot of what he calls for doesn’t pan out. The series is meant as a counter / way of explaining why that might be the case.
Citizenville argues that citizens and the government they elect to represent them can use technology (specifically the Internet and social media) to enhance government effectiveness. Transparency, collaboration, entrepreneurship and engagement can lead to better societal outcomes.

Previous posts have been focused more explicitly on the institution of government. This post deviates from that but does pull from some of the challenges that come from trying to regulate fast-moving technology with the potential for profound (and potentially catastrophic) consequences.

Artificial General Intelligence, often simply referred to as AGI, is a form of artificial intelligence that has the potential to understand, learn, and apply knowledge across a wide range of tasks at a level equal to or even surpassing that of a human being. This understanding and versatility is what differentiates AGI from the narrow, task-specific AI systems we see today. It’s not just winning chess, Jeopardy!, or Go, it’s being able to string together multiple tasks across different domains and contexts.
The advent of AGI represents a significant shift from all other technological advancements we have experienced thus far. Think about the transformative power of the internet, the industrial revolution, or the printing press. These changes were monumental but none possess the same potential magnitude of change as AGI - both from changing how society operates but also threatening the existence of that society.
AGI has the potential for recursive self-improvement - the ability to autonomously improve its own algorithms and increase its intelligence over time. This ability might lead to a rapid acceleration in technological advancement, a phenomenon often referred to as the "singularity." This shift would bring about radical transformations in society, economy, and even human nature, marking a paradigm shift in our understanding of life and civilization as we know it.
AGI could potentially outperform humans in most economically valuable work. This is not merely about machines replacing manual labor, as we've seen in the past, but about a form of intelligence that could perform complex tasks requiring creativity, decision-making, and problem-solving. The speed and scale of the changes that AGI could bring about are unprecedented, which makes it a uniquely potent and somewhat unpredictable technology. The big unknown here is how it will develop, by when, by whom, and what will follow for humanity.
Likely Scenarios of AGI Development
There are several paths to the development of AGI. Let's consider three of the most talked-about scenarios:
1. Smooth: The first scenario involves a smooth transition to AGI. Here, AGI develops in a gradual and controlled manner, allowing for consistent human oversight and intervention. This scenario would enable us to understand and manage the impacts of AGI progressively, helping to integrate it responsibly into society. A smooth development would be the safest for society, yet it remains elusive as we still don’t fully understand how large language models (LLMs) work.
2. Sudden: The second scenario entails a sudden surge in AGI capabilities. Here, AGI experiences a rapid leap in development that could catch society off guard. It might lead to abrupt changes that we could struggle to understand or cope with. And this speed could cause significant societal disruptions. Society is waking up to this possibility, and despite more recent attention, companies and policymakers seem woefully underprepared if “the end of humanity” is an option on the table. More on this below.
3. A Race: The third scenario is an AGI race, where nations and/or companies compete to develop AGI as fast as possible, prioritizing speed over safety. In this scenario, insufficient attention to safety precautions could increase the risk of unintended consequences, leading to potentially harmful outcomes. We are already trending towards this path right now. Since the viral growth of ChatGPT, the attention paid to AGI has exploded - from existing incumbents, to scrappy startups, to national governments.
Each scenario carries risk. And #3, the stage we have been in for a few months now, really would end in #2 unless a significant effort is made to encourage collaboration and disincentivize an all out arms race.
The Potential Benefits of AGI
Despite the threats (see below), it is crucial to remember that AGI could also usher in a new era of prosperity. By performing tasks more efficiently and accurately, AGI could drive unprecedented economic growth and innovation.
AGI could help solve complex problems that are currently beyond human capabilities. For example, it could analyze vast amounts of data to propose solutions for climate change, eradicate diseases by discovering new treatments, or even help manage cities more efficiently.
Moreover, AGI could provide personalized services in areas like education, healthcare, and financial planning, tailoring them to individual needs. It could also enhance human capabilities, opening doors to new ways of learning, creating, and experiencing the world.
We are already seeing some of these benefits (protein-folding), and I won’t dwell on all of the possibilities here, because they are decently well-known, or at least easier to imagine.
The Potential Downsides of AGI
While AGI carries the promise of profound advancements, it also brings potential perils that we must grapple with. These perils range from the mundane to the catastrophic.
Economic Displacement: One of the most immediate threats is economic displacement. As AGI could outperform humans in most economically valuable work, it could lead to significant job loss, contributing to social instability and economic inequality. Disruption to existing economic models is always a fear with technological advancement, and wide scale displacement has yet to happen. But the speed and magnitude of the change with AGI could mean that this time is different.
Security Risks: AGI could pose severe security risks. In the wrong hands, AGI could be weaponized, leading to devastating effects. The misuse of AGI by bad actors, be it individuals, groups, or nations, represents a serious threat to global security. Nuclear non-proliferation is cited in here, and rewatching Dr. Strangelove or War Games would be a good reminder on the security implications of misalignment and the deadly inevitability of what arms races lead to.
Misalignment: The ‘misalignment problem,’ where AGI fails to align with human values and goals, could lead to catastrophic outcomes. Especially if AGI makes decisions harmful to humanity. The likely fear here isn’t the rise of Skynet and machines harboring malice for humanity. Instead, the logic and goals of AI may diverge from humanity in unexpected ways. Stephen Hawking compares this issue to humans ignoring the fate of an anthill when building a hydroelectric dam. It’s not that we would be killed intentionally, more that there wouldn’t even be consideration for humanity as AGI pursues its goals.
The powerful implications of misalignment obviously brings strong ethical dilemmas in the development and deployment of AGI.
Viewing the Uncertainty of AGI
While there are many voices calling for caution in the development of Large Language Models (LLMs), others believe that the fears are overblown. As Noam Chomsky points out, the current manifestation of LLMs have created a large auto-complete, not something close to AGI. While there are benefits to a large pattern matching algorithm, it is far from sentience or the fears of misaligned AGI.
I am sympathetic to this view, but given the wide range of possible outcomes, how should we approach the uncertainty of AGI? It seems critical to adopt a precautionary approach, preparing for a variety of scenarios and implementing safeguards to mitigate risks. Transparency in AGI development would help in identifying potential early threats and allowing for appropriate responses.
However, what that transparency should look like, who should have that power, and what means of enforcement are all up in the air. Europe is leading the way in publishing regulatory frameworks, but many technologists see these as draconian and counter to technological innovation. Whether or not regulation can keep pace is a separate question that applies to technology broadly. But the answer is likely no. And regardless if you think LLMs will lead to AGI or not, the possibility there is concerning.
Tying in "Citizenville"
So how does AGI fit in Newsom’s call for technological advancement to drive citizen engagement? The most cynical answer is that if we are not careful, the role of government in society is irrelevant because misaligned AGI could wipe out humanity. Avoiding the fate of an anthill is paramount, but that doesn’t hinge on how citizens engage with the government through technology. It relies more upon the ability of the government to help regulate and shape the way we approach developing AGI. And unlike nuclear weapons, AGI is not limited to state development. The most apt comparison between Citizenville and regulating AGI might be that both are overly optimistic.
